Account type

In the REC Registry, an account:

  • must be a legal person. See legal person defined for more information. The legal person is the applicant for the account.
  • is the legal person responsible for any liabilities and payment of fees, and
  • must have at least one user who logs into the REC Registry and acts on behalf of the account and the applicant.

To complete this application, applicants need to provide:

  • account details, such as account name, ACN and ABN if applicable
  • account administrator details for the first user of the account. An account requires at least one user to act on its behalf. Account administrators are responsible for managing account details and users within the account, and
  • full address details for the account and the account administrator

Depending on the type of account being applied for, applicants may be prompted to complete a short questionnaire to provide their reason(s) for participating in the scheme.

Registered person and agent applicants also need to provide:

  • Individual or representative details. The individual or representative is the user who is lodging this application. This user will be required to complete a proof of identity verification. For:
    • new accounts this person must be the account administrator, and
    • existing accounts this must be the user lodging the application.
  • Answers to a series of questions to assist the Clean Energy Regulator in determining if the applicant is a fit and proper to be registered under the Renewable Energy (Electricity) Act 2000 (the Act).

Small-scale technology certificate (STC) clearing house applicants also need to:

  • Complete a proof of identity verification. For:
    • new accounts this person must be the account administrator, and
    • existing accounts this must be the user lodging the application.

Fit and proper person questionnaire

An application for registration cannot be processed unless the Clean Energy Regulator is satisfied that the applicant is a 'fit and proper person'. For example, persons who have been convicted of an offence relating to the conduct of a business, or dishonest conduct, may not qualify as a fit and proper person.

  • The information provided in this application form is true and correct and I understand that providing false or misleading information is a serious offence under the Criminal Code Act 1995. In addition, providing false or misleading information may have consequences under the REE Act, such as the suspension of access to the REC Registry, civil penalties and/or criminal prosecution.
  • Information provided in this application may be verified by the Clean Energy Regulator, including by requesting further clarification or documentation from the applicant.
  • If the applicant is found to no longer meet the fit and proper person requirements, the Clean Energy Regulator may suspend the applicant's REC Registry account under section 30A of the REE Act.
  • I am aware that there is an option to assign certificates for small generation units to an agent, instead of creating the certificates for small generation units as a registered person.

The Clean Energy Regulator may request a National Police Check by the Australian Federal Police about the applicant. I give my consent for the Clean Energy Regulator to request such checks.
